While using the app - Your location will only be updated when the Bumble app is open and being used. If you dont want your location to be updated while the app is not open, you can force close the app. Please note, if you choose never, you will not be able to make any new matches.
Does Bumble need to be active to show location?
Bumble relies on it to be able to show you potential matches. If you try to disable it, the app will force you to turn it on again. All you can really do is refresh your current location through the settings option.
