Is it OK to date someone who is not a Christian?

Its not up to you whether or not someone converts to Christianity. You can do your part, but the rest is up to God and then the other persons free will choice. If you are going to date someone who isnt a Christian, plan for them to stay that way forever. If youre still okay with that idea, then okay.

Why is it important to date a Christian?

Our ultimate purpose is “to glorify God and to enjoy him forever,” and every part of our lives is eligible for striving toward this end (Colossians 3:17). Since “dating” as a principle is neither right nor wrong, we can choose to use dating as a way to magnify Gods glory or as a way to reject His commands.
